البرنامج الإنتخابي للمنطقة الرابعة
(أروبا وأمريكا)
إنطلاقا من هويتنا الجزائرية ذات البعد الإسلامي، العربي، الأمازيغي وإيماناً مني بهذه المبادئ الراسخة التي غُرست وشبت وترعرعت ببن جنباتنا وحملناها معنا الى ديار المهجر.
لاتزال هذه المهجة هي المحرك الأساس والرابط الذي لا تحوله ظروف الإغتراب.
ومن هذه المبادئ تبلور لدي هذا البرنامج الذي يشاطرني فيه أبناء جاليتنا في المنطقة الإنتخابية الرابعة الذين يتجاوز عددهم المائتين ألف مغترب.
إن الأدوار التي يمكن أن يؤديها المغتربون تجاه بلدهم الجزائر ستتحول إلى دعم استثنائي للوطن.
حيث لم يعد مفهوم الإغتراب عن الوطن في أيامنا هذه كما كان عليه قبل عشرات السنوات، فبفضل التقدم التكنولوجي و تطور وسائل الإتصال و المواصلات أصبح بإمكان المغترب عن وطنه التواصل بيسر و سهولة مع أهله ووطنه. و عليه فإن دور النائب لم يعد دوراً تقليدياً مقتصراً على حضور الإجتماعات و إطلاق التصريحات الرنانه. وبناء على ذلك فإني وبعد التواصل مع عدد كبير من الإخوه و الأخوات الجزائريين المقيمين في المنطقة ودعمهم لمشروع خوضي غمار الإنتخابات البرلمانية عن الدائرة الرابعة، قررت متوكلا على الله سبحانه و تعالى ومتطلعا إلى دعمكم لتحويل هذا المشروع الإنتخابي إلى برنامج عمل قابل للتنفيذ. و يرتكز هذا المشروع على عدة محاور أساسية هي: المحور السياسي، والإجتماعي و الإقتصادي، والثقافي.
1. المحور السياسي: الجزائر هو وطن الجميع، وإن ترسيخ قواعد العدل و المساواة و مبادئ تكافؤ الفرص و سيادة القانون و دعم التوجهات الديمقراطية و فسح المجال للمشاركة السياسية أمام أبناء الوطن كافة لهو السبيل نحو النهوض بالوطن. و لتعزيز ذلك فانني سأكون صوتكم الذي تعبرون فيه عن طموحاتكم و رؤيتكم تجاه وطننا الجزائر، وعن تطلعاتكم المتعلقة بتحقيق التنمية السياسية و الإقتصادية للوطن. العمل على تحسيس الجالية و شرح أهمية المشاركة السياسية للجالية التي يهمها استقرار الميدان السياسي في الجزائر
2. المحور الإجتماعي و الإقتصادي: الجزائريون المقيمون بالخارج يحتاجون إلى اهتمام أكبر في قضاياهم الحالية و المستقبلية و أهمها مستقبلهم و مستقبل أبنائهم تجاه بلدهم الأم الجزائر، حيث أن الكثير من من المغتربين يتطلعون الى العوده في يوم من الأيام إلى الجزائر إما للإقامة أو للزيارة او للإستثمار. كل مغترب خارج الوطن خرج إما للدراسة أو العمل أو بحثاً عن فرصة لم يتمكن من نيلها في بلده الأم، و جميعنا انتهت به الظروف الى ما هو عليه الأن وكلنا يطمح في أن يغرس شجرة في الجزائر ليقطف ثمارها هو او أبناءه، ولتحقيق ذلك فإنني سأعمل جاهدا في حث الحكومة الجزائرية لتحقيق مايلي:
- اشتراك إختياري للمغتربين في نظام التقاعد الوطني المعمول به في الجزائر، بحيث يسمح للمغتربين بأن يشتركوا”اختياريا” بنظام التقاعد المعمول به في الجزائر من خلال تحديد الإقتطاع الشهري الذي يرغب بالمساهمة به لصندوق التقاعد بحيث يحصل المشترك على راتب تقاعدي بعد سن محدد يستفيد منه هو شخصيا أو أبويه أو أبناءه مستقبلاً.
– صندوق الأجيال: تساهم الحكومة في تمويله ويخصص لقيام أبناء المغتربين في السفر للجزائر خلال العطل المدرسية “الصيف” والإقامة لمدة معينه بحيث يؤدي الطالب خلال تلك الفترة خدمات لوطنه و أبناء منطقته مثل العمل التطوعي في مجالات اللغة والخدمات الإجتماعية. والهدف من ذلك هو تعزيز العلاقة بين الجيل الجديد والوطن وتعزيز التواصل مع أفراد عائلاتهم وأقرانهم في الجزائر. بالمقابل قد يتم تنظيم زيارات للطلبة المتفوقين من الجزائر الى أروبا وأمريكا و مساعدتهم في الحصول على فرص دراسية.
– سأعمل على مراجعة بعض القوانين و الأنظمة التي تمس حياه المغترب بحيث تعزز سبل التواصل مع الوطن و تسهيل إجراءات المعاملات من خلال منح السفارات الجزائرية والقنصليات صلاحيات أكبر للنظر في بعض القضايا التي لا تستدعي التأخير.
- تعتبر التحويلات المالية التي يقوم بها الجزائريون في الخارج رافدا معتبراً للإقتصاد الوطني في الجزائر حيث قدرت هذه التحويلات عام 2011 بأكثر من ملياري دولار امريكي، وعليه فإنني سأسعى إلى حث الحكومة الجزائرية لمراجعة القوانين والأنظمة المتعلقة بالضرائب والرسوم المفروضة على الإستثمارات بحيث تحفّز المغتربين على تحويل أموالهم للجزائر لغايات الإستثمار.
3. المحور الثقافي: نعتز جميعا كجزائريين بانتمائنا الى أمتنا العربية و الإسلامية و نفتخر بثقافتنا التي نتميز بها عن غيرنا في أماكن إقامتنا في أروبا وأمريكا. و إنني أؤمن بإن الحفاظ على هويتنا و ثقافتنا واجب رئيسي على كل فرد منا تجاه أبناءه. و كنائب عن الجالية الجزائرية عن المنطقة الرابعة سأعمل ومن خلال السفارات الجزائرية في المنطقة ووزارة الثقافة الجزائرية على إنشاء ملتقيات ثقافية في مراكز تجمع الجزائريين من أجل تعزيز التواصل الإجتماعي بين أبناء الجالية الجزائرية من جهة و الحفاظ على الموروث الثقافي لأجيالنا الذين لم تتح لهم الفرصة في العيش بالجزائر من خلال:
- توثيق أواصر التعاون الإجتماعي والإقتصادي بين أفراد الجالية الجزائرية في المهجر من خلال دعم إنشاء إتحاد للجزائريين المغتربين وأن يكون هذا الإتحاد تحت مظلة موحدة يمكن من خلالها تنسيق المجهودات الإجتماعية والثقافية للجالية بالإتحادات الفرعية بالمدن المختلفة.
- العمل مع وزارة التربية الجزائرية في المساهمة في إنشاء مدارس في مناطق التجمعات الكبيرة للجزائريين لتدريس المناهج التي يفتقر لوجودها أبناءنا في بلاد الغربه و خاصة اللغة العربية والعلوم الإسلامية وبما يخدم تعميق الهوية الجزائرية والمغاربية لأبناء الجالية وذلك من خلال إستخدام البرامج والمقررات التي تستخدم في الجزائر وبمساهمة من الوزارة أو الحكومة في توفير الأدوات البيداغوجية والرسوم أو المدرسين ذوي الخبرة والمؤهلات.
- العمل على انشاء كيان ثقافي يربط أبناء الوطن المغتربين بنظرائهم في الوطن الأم لتوفير البيانات والفرص المتاحة في مجال التعليم والدراسة بما يساهم في تطوير رأس المال البشري الجزائري والذي يصب في مصلحة تطوير وتنمية وطننا الحبيب.
- الأيام الجزائرية بأروبا وأمريكا: تنظيم لقاء أو مؤتمر سنوي للجالية بغية المساعدة في ترسيخ الهوية الجزائرية والمساهمة في توثيق عرى التواصل والترابط بين أبناء الوطن في أرض الغربة. وتكون هذه الملتقيات والمؤتمرات فرصة للتواصل مع السفارات أو القنصليات وكذا المؤسسات الإقتصادية والإجتماعية المهتمة بالجالية
- الإستفادة من الأدمغة المهاجرة خارج الجزائر من خلال إفساح المجال لهذه الطاقات في المساهمة في النهوض بالجوانب الإقتصادية والإجتماعية والعلمية بالإستفادة من خبراتهم وتجاربهم وكذا توفير الحوافز والتشجيع عن طريق إعفائهم من الضرائب أوغير ذلك كتشجيعهم للإستثمار في مجالات الطاقةـ السياحة والتنمية البشرية. وإفساح المجال للباحثين والأكاديميين للإشراف على البحوث والرسائل الجامعية من أجل رفع المستوى العلمي وتوسيع مدارك أبناء الوطن.

Electoral Program
My platform is based on our Arabic, Islamic and Amazigh identity and the principles established within us that helped shape the foundation on which our electoral program is built. These principles are essential to our identity whether we live in Algeria or outside its borders.
The Algerian diaspora has a great role to play in the context of sustainable economic growth and identity formation. Immigration today is not what it was in the past as communication technology has rendered connecting with the homeland and maintaining relationships an easy task. Therefore, the role of a member of parliament (MP thereafter) must change to surpass the traditional discourse.
With the help of many community members input, I was able to develop the following platform my campaign will be run on, divided into political, socio economic and cultural points.
Political:
Political participation and equal opportunity must be the bedrock of any action taken by Algerian diaspora. Educating the community and especially the youth on the importance of the constitution in creating the foundation to influence Algeria of tomorrow is a primary goal of this campaign. As our government continues to develop important programs to aid new generations of Algerians, I want to ensure Algerian youth abroad may participate in those opportunities.
Socio- Economic:
Nostalgia, passion and willingness constitute the main preoccupation of our diaspora in regard to the homeland. Looking forward to visiting or retiring in Algeria and teaching the new generation “the Algerian identity” is at the center of those preoccupations, and towards this end I propose:
- An optional contribution of Algerians working/ living abroad in the social security system in order to provide an equal opportunity retirement to those who have lived abroad. (There are about 2 million Algerians living abroad according to official stats).
- “The generation fund”, sponsored in part by the government, is used to organize trips to Algeria by Algerian youth where they do community service and volunteer jobs such as teaching foreign languages, organizing small workshops, etc…allowing them to connect with the local populations and spend time with relatives and friends. This fund can be used to organize trips for Algerian students to countries of zone 4 and help them find education opportunities in those places and vise versa.
- Work with the government and other entities toward development of a fund that would contribute to college education fees for Algerian youth living within zone 4.
- Work on facilitating remittances as they have reached the two billion dollar mark in 2011 and reviewing the tax code concerning investments emanating from Algerian businesses and individuals living abroad.
In addition, I will work with the government and fellow legislators toward reviewing laws that concern Algerian immigrants in order to strengthen their ties with the homeland. The most pressing of those laws for my constituency are the military service situation of Algerians born outside the country.
Cultural:
I believe that preserving our identity as Algerians is an obligation towards our youth. Therefore, as an MP I will work with the Algerian embassies throughout zone 4 and the government in organizing cultural meetings and events in order to strengthen the ties between the diaspora and the homeland. To this end I propose:
- Strive toward the creation of an umbrella association representing all Algerians in zone 4. This association shall have an elected board from all existing associations throughout zone 4, which will coordinate activities between regional ones.
- Work with the government and private entities to create Algerian schools with curriculums designed to teach both Arabic and Amazigh languages, Algerian history and Islamic studies.
- “The Algerian days in zone 4”. These can be organized at the regional level or zone wide with the purpose of not only learning and preserving our cultural heritage for ourselves and future generations, but also to introduce it to our host countries and share cultural components with them.
- Benefiting from the knowhow and the expertise the Algerian diaspora has to offer in order to ensure a sustainable economic growth. This growth is not only achievable through mechanisms such as business loans with tax relief, but is also tied to training and qualifications.
Programme Electoral
Basée sur notre identité arabe, islamique et amazigh, et croyant en ces principes gravés en nous que nous vivions en Algérie ou en dehors de ses frontières ont aidé à formuler la fondation sur laquelle est construit notre programme électoral.
La diaspora algérienne a un rôle important à jouer dans le contexte de la croissance économique soutenue et de la formation de l’identité. L’immigration aujourd’hui n’est pas ce qu’elle était il y a vingt ans de cela parce que la technologie de la communication a rendu plus facile le contact avec la patrie. Donc le rôle d’un membre du parlement (désormais MP) a aussi changé et a dépassé le discours traditionnel.
Avec le concours de plusieurs membres de notre communauté, nous avons pu préparer la plateforme que notre campagne va suivre. Elle est divisée en chapitres politique, socio-économique et culturel.
Politique :
La participation politique et l’égalité d’accès doivent être le fondement de toute action prise par la diaspora algérienne. Eduquer la communauté et surtout les jeunes sur l’importance de la constitution en créant la fondation sur laquelle la communauté construira l’Algérie de demain.
Socio-économique :
La nostalgie, la passion et la bonne volonté constituent les principales préoccupations de notre diaspora à propos de notre patrie. Attendre avec impatience un séjour ou une retraite en Algérie et faire apprendre à la nouvelle génération « l’identité algérienne » est au centre de ces préoccupations et c’est la raison pour laquelle nous proposons ce qui suit :
- Une participation facultative des Algériens qui travaillent ou vivent à l’étranger de contribuer au système de sécurité sociale qui fournira non seulement une source de revenus pour l’état mais aussi une retraite acceptable pour les participants. (Selon les statistiques officielles, il y a à peu près 2 millions d’Algériens qui vivent à l’étranger).
- Le « fonds de la génération », sponsorisée en partie par le gouvernement, sert à organiser des voyages en Algérie pour la jeunesse algérienne, où elle rend des services communautaires et fait du volontariat comme l’enseignement des langues étrangères, l’organisation de petits ateliers, etc., ce qui permet à ces jeunes de prendre contact avec les populations locales et de passer du temps avec parents et amis. On peut utiliser ce fonds pour organiser des voyages d’étudiants algériens dans des pays de la zone 4 et les aider à y trouver des occasions de s’éduquer.
- Travailler avec le gouvernement et autres organismes pour l’allocation d’un budget pour l’éducation universitaire de la jeunesse algérienne vivant dans la zone 4. Ce budget ne doit pas être supérieur à celui qui sert à l’éducation universitaire en Algérie.
- Faciliter les versements parce qu’ils ont atteint les deux milliards de dollars en 2011 et réviser le code des impôts concernant les investissements provenant de commerces algériens et de particuliers vivant à l’étranger.
De plus, je travaillerai avec le gouvernement et mes confrères de la législature à la révision de certaines lois qui affectent les immigrants algériens afin de renforcer leurs liens avec la patrie. La plus pressante de ces questions est celle qui concerne la situation du service militaire pour les Algériens qui sont nés à l’étranger.
Culturel :
Je crois que nous avons l’obligation de préserver notre identité algérienne pour nos jeunes. C’est pourquoi, en tant que MP, je travaillerai avec les ambassades algériennes à travers la zone 4 et aussi avec le gouvernement pour organiser des réunions culturelles et autres évènements dans le but de renforcer les liens entre la diaspora et la patrie. Nous proposons donc :
- De travailler à la création d’une association qui représente et est ouverte à tous les Algériens de la zone 4. Cette association aura un bureau élu à partir de toutes les associations en existence dans la zone 4. Elle coordonnera toutes les activités entre les associations régionales.
- De travailler avec le gouvernement et autres organismes pour créer des écoles algériennes avec des programmes d’étude algériens surtout en ce qui concerne l’étude des langues arabe et amazigh, l’histoire algérienne et les études islamiques.
- « Les journées algériennes dans la zone 4 ». Elle peuvent être organisées au niveau régional ou à travers la zone et leur but est non seulement d’apprendre et de préserver notre héritage culturel et de le transmettre à nos enfants mais aussi de l’introduire dans les pays où nous vivons et de partager ses composantes avec eux.
- De bénéficier des connaissances et de l’expertise que la diaspora algérienne a à offrir pour assurer une croissance économique soutenue. Cela n’est possible que par des mécanismes tels que des prêts aux entreprises avec réduction d’impôts mais doit être associé avec la formation et l’expérience.
